If you have a good memory then phrases will do as you will remember what you wanted when you read the phrase.
Otherwise, go with full sentences so that you miss nothing.
Tip #9: Order the Arguments
Usually, essays have a structure where we order the arguments. There are many ways to do that. You can order them from the weakest to the strongest or vice versa.
Since the outline is about the essay, you will do the same in the outline.
Order your arguments so that the structure of the essay remains intact. You can even order them from ideas that are broad to ideas that are specific.
Tip #10: Sub Points
Every argument that you make will include sub-points and those points will include some details.
Make sure that you have at least three arguments, and every argument gets at least two sub-points. You can have more but not less.
Similarly, every sub-point will need around 2 to 3 details to make it valid.
